The four tiers aren't a quality ladder. A page runs on the same engine as a shop; the difference is what you're building and how many addresses you're running.
The free part first
Reading and participating cost nothing: an account, comments, forums, membership in someone else's community. The tiers are about something else — creating your own place — and access to the panel where you build it costs money.
Start — your own page
A personal page or subdomain, ₽1,000/month. Right when you need your own place online: a profile, a portfolio, a platform for publishing. AI is available, tokens are purchased separately — a page doesn't need many.
Standard — one domain
₽10,000/month: one domain, with a site of its own sections, navigation, and galleries, plus a blog. A million tokens included in the subscription. This tier is for when one page isn't enough anymore: there are services to describe, articles to publish, a structure to navigate.
Business — as many domains as you like
The same ₽10,000/month, but with as many addresses under one panel as you need: a shop with a catalog, separate sites for projects and brands, blogs, forums. The only tier with exclusive brand design. Choosing between Standard and Business on price makes no sense — they cost the same; the only question is how many domains you need.
Server — for organizations
The whole platform on your own machine, your own perimeter, your own rules about who gets an account. The price is negotiated: it depends on what needs to be built. A private individual doesn't need this tier — Business already covers them.

If you're gathering readers around you rather than buyers — a book by chapters, a magazine, a fan community — your tier is called Creative and lives at qwetru.ru. Same engine, same subscription, a different craft.
How to choose without overthinking it
Take the smallest tier that covers you today. Moving up doesn't mean a rebuild: content, address, and design all stay, and only the set of available features grows. The expensive mistake runs the other way: paying for a shop before there's anything to put in it.
